Cross-tenant references are rejected
If a rule references a member who is not active in your organization, saving it fails with a clear error. Rules can never point at another workspace's people or records.
Conditions you can read
Conditions are stored as data (categories, priorities, languages, ticket statuses, business hours) rather than code, so what you configure is exactly what is evaluated.
